Politics.co.uk says this was used to justify thousands of deportations as the Home Office claimed that everyone who had taken the TOEIC test conducted by ETS had committed fraud. The Financial Times reported that it is not clear how many people were deported, but more than 30,000 test scores were considered suspect.



At first this looks okay. There’s nothing wrong with that statement. It’s probably true in most cases. The verb "to affect" is even used correctly (as we’ll verify in #6). It looks like an answer that could be right.

Test Content
In the TOEFL, the test-taker is measured on his ability to function in an academic environment. In this regard, the vocabulary on this test is academic in nature and is similar to the vocabulary used in college text books. The topics of the reading and listening passages are similarly academic. You may read a passage on bird migration, for example, or listen to a lecture from an economics course. The TOEIC, on the other hand, measures the test-taker's ability to function in a business environment. Topics may range from dining out in a restaurant to presenting in a budget meeting.

The great thing about the TOEIC is that you can take it as many times as you like. Your previous score(s) won’t affect the most recent one. However, it does cost time and money. So, the best plan is to practice taking the exam.

Listening skills are important for face-to-face communication, meetings, videoconferencing, podcasts and telephone conversations.
Reading skills are necessary for e-mail, reports, newsletters and other forms of business correspondence.

Each unit of work follows the same genre-approach methodology and addresses each of the seven reading strategies. See Figure 1 for a list of the seven strategies and how they correspond with questions frequently encountered on the TOEIC test.

"Practice Effects" are real and scientifically proven: the second time you do something, you become better at it. Take a test once, and then take a similar one sometime later. Chances are very good that you’ll improve just because you’re now familiar with the technique of test-taking, even if you don’t do anything else to prepare for the second test.

Think about where a given text is used (social and situational contexts).

It is highly suggested that learners first learn the strategies with very straightforward text-types such as forms and tables and gradually work up to the more difficult text-types categories such as letters and miscellaneous reading passages.

The ruling was quoted as saying: "Apart from the limited hearsay evidence there was no evidence from the protagonist in this saga, the ETS organisation … The Secretary of State has not discharged the legal burden of establishing that either appellant procured his [English language] certificate by dishonesty."

The weird thing is that this works for almost any skill. It works for throwing a ball, playing the violin, driving a car and even kissing. (My mom would add that it works for doing the dishes as well, but I say this has yet to be proven true…)

But when you need to find the best possible answer, there could be many correct answers. The best answer is supported by facts found in the exam material. Your job is to find out which answer is best, based on what you’ve heard, read or seen. We’ll call that the context.

AWS Solicitors, who represented one of the two students in the case, released a press release following the ruling which you can read here on Free Movement. A summary of the judgment is also available here.

A Home Office spokesperson told the Financial Times: "We are very disappointed by the decision and are awaiting a copy of the full determination to consider next steps including an appeal. It would be inappropriate to comment further at this stage."

But the conversation summary doesn’t mention the co-workers’ productivity — how much they get done at work. When the TOEIC Listening and Reading test is taken together with the TOEIC® Speaking and Writing tests, TOEIC® test scores provide an accurate measure of proficiency in all four English language skills.

Test Scores
On the TOEFL iBT, the maximum possible score is 120 -- 30 points for each of the four sections. There is no "passing score" and colleges and universities will have their own requirements for admission, which test-takers can find information about through the admissions office. The TOEIC Reading and Listening test gives the test-taker a score of 10 to 990, which corresponds to bands in the Common European Framework measure of English proficiency. A test-taker will receive scores of zero to 200 for the Speaking and Writing Tests separately, again which corresponds to the CEF standards of English-language proficiency measurements.
