Moreover, as the country representative of ETS in Vietnam, IIG has been doing a great job in training and expanding the number of TOEIC trainers". In addition, Vietnam has 7 teachers chosen by ETS to participate in the workshop with other teachers from the Philippines, Cambodia, Laos and Israel.<br><br>"In the sporting world, a verdict of ‘no contest’ would have been appropriate at this juncture."<br>The tribunal also found there was no evidence from any English Testing Service (ETS) witness - the US firm behind the test which was contracted by the Home Office. The president said: "Almost remarkably, ETS provided no evidence, directly or indirectly, to this tribunal," further labelling the firm’s actions as "mildly astonishing."<br><br>The Court held that section 4 of the 1971 Act explicitly provides that the power to give or vary leave shall be exercised by notice in writing. The fact that the Secretary of State may have made the decision to refuse the application on 7 July 2014 was not relevant.
